NOTICE OF RACE

Under the Authority & Direction of the European Sailing Federation
1. Organising Authority
The organising authority (OA) will be the Non-commercial sailing support fund “Sails of White Nights”, St-Petersburg regional sport social organization “St-Petersburg Yacht Club” in conjunction with the European Sailing Federation (EUROSAF) and the Russian Yachting Federation (RYF).
The venue will be Saint-Petersburg, RUSSIA
3. Event Grading
The event is an ISAF Grade 2.
This grading is subject to review by the ISAF.
The event may be re-graded when there is clear reason to do so.
4. provisional programme
(a) Race office open from June 3 at 10:00 hours.
(b) Registration and crew weighing from June 3, 11:00 until June 3, 19:00.
(c) Practice from June 3, 12:00 June 3, 19:00.
(d) First briefing and meeting with the Umpires June 3, at 19:30.
(e) Opening Ceremony on June 4 at 19:00.
(f) Racing days from June 4 to June 7.
(g) Time of the first race each day will be 10:00.
(h) The latest time for an attention signal on the last day of racing of the EUROSAF Match Racing, Open European Championship – Sails of White Nights – the National Congress Palace Cup-2015 event will be 16:30.
(i) A fleet race, with VIPs, will be held right after the last race of the main EUROSAF Match Racing, Open European Championship – Sails of White Nights – the National Congress Palace Cup-2015 event.
(j) Daily press conference 1 hour after the last race of each day.
(k) The prize giving on June 7 at 19:00.
(l) Departure day is June 8.
4.2 Unless excused by the OA, attendance at the following is mandatory:
(a) Initial briefing for skippers.
(b) Daily briefing, for skippers.
(c) Daily press conferences, for skippers sailing that day.
(d) The opening / prize-giving ceremonies for all skippers and crews.
(e) Participation in the fleet race with VIPs – for 8 best skippers.
5. Skippers eligibility
5.1 12 skippers will be invited. Only skippers invited by the OA will be eligible to enter this event. Skippers will be invited as follows:
(1) The event will be open for skippers from European nations who are members of the EUROSAF (who are in financial good standing with the organisation).
(2) One entry is reserved for the winner of the 2014 EUROSAF Match Racing, Open European Championship, one place is reserved for the winner of the 2014 EUROSAF Match Racing, Youth Open European Championship, and one place is reserved for the host country. The host wildcard will be decided by Russian Yachting Federation.
(3) All other entries will be based on the ISAF Match Racing Ranking 4 months prior to the event, except that only one entry will be accepted from any one MNA.
(4) If fewer than 12 entries are registered within the time limit for entry, the OA will fill up with entries in accordance with EUROSAF Match Racing Regulation 3.7.
(5) Each team shall consist of athletes who are nationals and/or residents of the country entering the team. It is in charge to be declared by the MNA. This does not apply to crew substitutes, with the exception of the skipper.
5.2 The registered skipper shall helm the boat at all times while racing, except in an emergency.
5.3 To remain eligible a skipper shall confirm acceptance of invitation in writing, (e-mail is acceptable) to be received by the date specified on the request for an invitation. This request for an invitation should be approved by the MNA which nominates this skipper as its representative at this event.
5.4 All competitors shall meet the eligibility requirements of ISAF regulation 19.2
5.5 All competitors shall obtain an ISAF Sailor ID by registering online at www.sailing.org/isafsailor. Skippers shall inform the OA of their ISAF Sailor ID at registration.
5.6 All competitors of Russian citizenship shall be members of the Russian Yachting Federation and should have the insurance in accordance with the Russian Yachting Federation insurance regulations and should have and the sailing license (for skippers).
The skipper shall be entered on completion of registration, crew weighing and the payment of all fees and deposits. All payments shall be made by cash.
6.2 Entry Fee
A non-refundable entry fee of EUR 500 shall be paid at registration.
When a skipper accepts an invitation and later withdraws within two months of the event or leaves the event before the end without written approval from the OA, a zero score may be applied to their Ranking points for that event by the ISAF (ISAF Regulation 27.2).
6.4 Damage deposit
(a) An initial damage deposit of EUR 1000 shall be paid at registration, unless extended by the OA. This deposit is the maximum payable by a skipper as a result of any one incident.
(b) If a deduction from the damage deposit is decided by the OA, it may require that the deposit be restored to its original amount before the skipper will be permitted to continue in the event.
(c) Any remaining deposit after the event will be refunded within 10 days after the event.
(a) The event will be governed by the rules as defined in the RRS, and including Appendix C;
(b) The rules for the handling of boats will apply, and will also apply to any practice sailing and fleet race with VIPs. Class rules will not apply.
(c) Any prescriptions of the national authority that will apply will be posted on the official notice board.
(d) The EUROSAF Match Racing Regulations (Competitions 2.1 - Revision 4.00)
(e) This Notice of Race, including amendments;
(f) The sailing instructions (available at registration) and any amendments thereof.
7.2 Major Alterations of the RRS
(a) Add to RRS 41: (e) help to recover from the water and return on board a crew member, provided the return on board is at the approximate location of the recovery.
(b) RRS C8.6 and C6.3 will be changed in the sailing instructions.
(c) RRS 31 will be changed in the sailing instructions.
7.3 An International Jury (IJ) will be appointed in accordance with RRS Appendix N.
8. Boats and Sails
8.1 The event will be sailed on "Santer-760" type boats (keel boats with LOA over 7,6 m).
8.2 7 boats will be provided.
8.3 The following sails will be provided for each boat: Mainsail, Jib, Gennaker,
8.4 Boats will be allocated by draw, either daily or for each round as decided by the Race Committee.
Note that ISAF has approved a change to Appendix C from January1, 2015 as follows: Delete current rule C2.9 and replace with: C2.9 Rule 22.3 is deleted.
9. Crew (including skipper)
9.1 The number of crew (including the skipper) shall be 3. Each team shall consist of athletes who are nationals and/or residents of the country entering the team. All registered crew shall sail all races.
9.2 The total weight of the crew, including the skipper, dressed in at least shorts and shirts, shall not exceed 262,5 kg, determined at the time of registration or such time as required by the RC.
9.3 When a registered skipper is unable to continue in the event, the IJ may authorise an original crew member to substitute.
9.4 When a registered crew member is unable to continue in the event, the IJ may authorise a substitute, a temporary substitute or other adjustment.
10. Event Format
10.1 Skippers may be divided into 2 groups based on ISAF ranking list 30 days prior to the event.
10.2 The event will consist of the following stages:
· Stage 1 – Round-Robin(s)
· Stage 2 – Quarter Final – knock-out series
· Stage 3 – Semi-Finals – knock-out series
· Stage 4 – Final and Petit Final – knock-out series
10.3 The RC may change the format, terminate any stage or the event when, in its opinion, it is impractical to attempt to hold the remainder of matches under the existing conditions or in the remaining time scheduled. Early stages may be terminated in favour of later stages.
11.1 The course will be windward/leeward with starboard rounding, finishing downwind.
11.2 The intended course area will be in the mouth of Neva River between Petropavlovskaya fortress, Winter Palace and Vasilyevskiy island.
12.1 As boats and equipment will be supplied by the Organising Authority, ISAF Regulation 20.4 applies. Each boat will be required to display advertising as supplied by the OA.
12.2 Competitors may be permitted to display advertising ashore at the venue, but this is subject to individual negotiation with the Organizing Authority.
12.3 Boats shall not be permitted the right to protest for breaches of any rules regarding advertising (amends RRS 60.1).
13.1 The winners of the EUROSAF Match Racing, Open European Championship - Sails of White Nights - the National Congress Palace Cup will be awarded the title EUROSAF Match Racing, European Open Champion, 2015.
13.2 The winners of the EUROSAF Match Racing, Open European Championship – Sails of White Nights – the National Congress Palace Cup will be awarded the Piraterne Trophy. This is a trophy donated by a group of members of the Royal Danish Yacht Club and symbolises a Golden Horn. This is a perpetual trophy, awarded annually and shall remain the property of the Piraterne Group within the RDYC and in the charge of EUROSAF. It is the responsibility of each champion to return it clean and undamaged for the next championship.
13.3 The winners of the EUROSAF Match Racing, Open European Championship – Sails of White Nights – the National Congress Palace Cup will be awarded the National Congress Palace Cup.
13.4 EUROSAF gold, silver and bronze medals will be awarded to the first three teams.
13.5 Additionally there will be other prizes and/or memory gifts established by Sponsors of the Event, but no prize-money.
13.6 The OA may reduce a prize in the case of misconduct or refusal to comply with any reasonable request, including attendance at official functions.
14. Media, Images and Sound
14.1 By participating in the EUROSAF Match Racing Open European Championship, a competitor automatically grants to EUROSAF, the Organising Authority and their sponsors, the right in perpetuity, to make use of, publish and exhibit, at their sole discretion, any motion pictures, live or taped film or video, television productions and other reproductions, photographs etc. of him/her taken during the period of the competition, in which the competitor participates, without compensation.
14.2 If required by the OA:
(a) Television personnel and equipment (or dummies) supplied by the OA shall be carried on board while racing.
(b) Competitors shall wear microphones supplied by the OA during racing and be available for interviews when advised by the OA or RC.
(c) Registered skippers shall wear communications equipment supplied by the OA that will allow commentators to communicate with them whilst racing.
14.3 Competitors shall not interfere with the normal working of the OA supplied media equipment.
14.4 During the fleet race the organising authority may request that a VIP be on board a yacht.
15. COACH BOATS
No coach boats will be permitted.
16. Other requirements
16.1 Each team is requested to provide a national flag approximately 25х40 cm for display from the stern of the boat.
16.2 Each team is requested to provide their national anthem on CD or USB flash drive.
All those taking part in the event do so at their own risk. The OA, its associates and appointees accept no responsibility for any loss, damage, injury or inconvenience incurred, howsoever caused.
Entries will only be accepted from invited skippers and in accordance with the requirements of EUROSAF as indicated in NoR Section 5. If you wish to be invited please register your request for an invitation as soon as possible with the OA by completing the attached form (see Appendix 1) and sending it to the OA, with a copy to your MNA.

If a completed entry form is not received, your team will not be eligible for entry.
